The short answer
- Tourist on a visit visa: ✅ Yes, you can drive and rent — if you carry your valid home licence plus an International Driving Permit (IDP) issued in your home country.
- UAE resident (visa stamped): ❌ No. Your foreign licence and IDP are no longer valid for you. You must get a UAE driving licence.
Pakistan and India are not on the UAE's direct licence-recognition list (unlike the UK, EU, USA and others), which is why the IDP is essential for visitors.
Getting the IDP — do it BEFORE you fly
An IDP cannot be issued in Dubai for a Pakistani or Indian licence; it must come from the issuing country:
- Pakistan: apply through the designated traffic/licensing authority or authorised automobile association in your city. Bring your CNIC, licence and photos; issuance is usually same-day to a few days.
- India: apply at your RTO with Form 4A, your licence, passport and visa copy. Processing varies by state.
